I think in California if you are under 1500lbs, then fenders are not required. Maybe Pennslyvania has some sort of weight requirement also.

Up until a year ago, steet rods needed full fender coverage in PA. SEMA was instrumental in getting some of that legislation "loosened" up. I believe the law now reads that if your car is titled as a street rod, before a certein year, you can run without fenders. (in good weather) Or soemthing like that. Buggies cannot be titled as a street rod.

i think a buggy just needs to be past the year cutoff for a street rod. i think it was '56 or something. but if you were to do something on a pan that old, theoretically it should qualify for a street rod title.

The buggy is done. The first pictures are how it looks today except that I have the top and windows on it now. The thread is kind of backwards. That's the orignal 37 yr old gelcoat too. I have just go over the whole car once agian to make sure everything is nice and safe. It got cold here pretty quick and I'm not sure if I am going to make it legal until spring.

Here was a little work that I did to the gel coat. 3M Finesse-it and 3M imperial hand glaze got pretty smooth and shiny. Lots of rubbin though. Image
