Too true Lee. But going over the 1000 cc limit may also make them liable for other existing laws which could limit the number of manufacturers that will try that route.
So far as interpretation goes, the code can be easily confused since it is only one word different. I am going to carry a copy of the code with me so if a law enforcement officer is mis-informed, I can (try to) set them straight.
