Is this a Tow'dster

Help? I just bought this as a 1970 special construction. IRS, ball joint front end, Karmann Ghia front disc brakes, and four bolt wheels. The front fenders are steel and attached to the suspension like a Lotus Super 7. The big question is it a Tow'dster or a clone? If it's a clone, who's?

The Rear fenders are from a Tow'dster. The front are custom built/fabricated and are not from a Tow'dster.
